Richard Wolfe found himself stopped in the middle of a driving rainstorm by police officers who asked him to step out of the car.

He did...and it went completely downhill from there for him.

Maybe it's because he was drunk. Or maybe the cops simply didn't like his Miley Cyrus dance routine.
