The town of Rawlins WY is roughly the size of Chatham Borough here in Morris County. Figured to be a nice place for James Estes of Tampa to visit.

Nice, that is, until Estes led police on a chase that included a motorcycle, a foot race, and a stolen police car - much of which took place while he was handcuffed.
